BASIC SANITATION MANAGEMENT IN SANTARÉM - PARÁ: AN EMPHASIS ON SANITARY SEWAGE

When we talk or think about public policy, the last sector that citizens think of is Basic Sanitation, mainly Sanitary Sewage, as if this sector did not have an inspiration for the status of the city. The approach of this dissertation is to bring an approach to this public policy in the city of Santarém, that is, it aims to analyze the management of basic sanitation with emphasis on sewage in Santarém - Pará, because with the dynamics of the municipality, population growth and the federal norms that seek to improve the sanitation system, such as Law nº 11.455/2007, amended by Law nº 14.026/20202, is to look at the municipal management in the last precise 10 (ten) years for the implementation of sewage, as it is a little seen and publicized service. The approach to be used in this work is qualitative and quantitative, whose method is discursive textual analysis and content analysis due to documentary, spatial and non-spatial information, articles, norms, secondary interviews and quantitative data, behold, Santarém, according to the IBGE (2022), has more than 331,000 inhabitants and the municipal plan for basic sanitation, 2020-2022 informs us of a sewage system with 57km and because of that we have as a hypothesis the deficiency of the municipal master plan and the lack of planning in the execution of the service, which is worrying because Santarém is the second metropolis of Pará, bathed by two rivers, Amazonas and Tapajós, whose economic potential is widely discussed within the State.
