BASIC SANITATION MANAGEMENT IN SANTARÉM - PARÁ: EMPHASIS ON SANITARY SEWAGE

In public policy, the last sector that citizens think about is basic sanitation, especially sewage, as if this sector were not relevant to the status of the city. The focus of this dissertation is to bring an approach to public policy in the city of Santarém, that is, its general objective is to analyze the management of basic sanitation with an emphasis on sewage in Santarém - Pará, and specifically, to understand the Brazilianness of public policies with an emphasis on the political instruments of municipal public management; identify the basic sanitation management instruments in Brazil and in Santarém and characterize the effectiveness of the execution of the sewage service in Santarém, especially with the dynamics of the municipality, population growth and federal standards that seek to improve the sanitation system, as well as Law No. 11,455/2007, amended by Law No. 14,026/20202, has undergone significant changes, therefore it is necessary to have a focused look at municipal management in the last 10 (ten) years, especially the implementation of sewage, since it is a service little seen and publicized. The research is of a qualitative and quantitative nature, whose method is discursive textual analysis and content analysis based on documentary, spatial (geographic or georeferenced) and non-spatial information (official databases, such as IBGE), articles, standards, primary and secondary data, since Santarém, which according to IBGE (2022), has more than 331 thousand inhabitants and the municipal basic sanitation plan, 2020-2022 informs us of a sewage system with 57km and because of this we have as a hypothesis the deficiency of the municipality's master plan and the lack of planning in the execution of the service, which becomes worrying because Santarém is the second largest city in Pará, bathed by two rivers, Amazonas and Tapajós, whose economic potential is widely discussed in the State
