SOCIO-ENVIRONMENTAL IMPACTS AND VIOLATION OF HUMAN RIGHTS IN THE COMMUNITY OF LAGES: THREAT TO THE RIGHTS TO LAND AND TRADITIONAL CULTURE IN THE STATE PARK OF MONTE ALEGRE-PA

The first Conservation Units (CU) in Brazil were created in 1930, following a US protection model, which aims to protect fauna and flora from the evolution of civilization and industry, Ibiapina (2012). The Monte Alegre State Park (PEMA), created in 2001, is a model of (UC). The project aims to investigate and analyze socio-environmental human rights violations resulting from the conflict that caused changes in individuals from different generations and spaces, from the institutionalization of PEMA, specifically in the community of Lages, which is one of the communities that make up the Park. The Amazon faces socio-environmental challenges, including environmental degradation, loss of biodiversity, agrarian conflicts and the violation of the rights of local communities due to the implementation of protective policies. According to Durkhein (1897), silent suicide, which does not use force (silence of a culture), occurs as a result of the cultural deprivation of people who were removed from their origins/properties.These situations are linked to environmental law when compensation and mitigation policies only value material constructions, not valuing the culture, customs, rites and historicity of these populations. In this context, the project aims to contribute to the understanding of these socio-environmental human rights violations, analyzing their causes, consequences and impacts on the lives of the local population. Specific cases of violations will be investigated, such as conflicts over possession and use of land following the institutionalization of the Park, which restricted the execution of a large part of work activities, impacts1 and the mechanisms for protecting and guaranteeing socio-environmental human rights, both at the national level as international. By analyzing violations and identifying gaps in existing policies and practices, it is expected to contribute to strengthening measures to protect and promote socio-environmental human rights in the Lages community, aiming to build sustainable and equitable development for residents and for the environment.
