SUMMARY:

Historically, local development projects implemented in the Brazilian Amazon have limited
engagement, low impact, and, consequently, little longevity, which motivated the development
of a conceptual model focused on governance and sustainability, which emphasizes the
relevance of disciplines such as Project Management, Collaboration Networks, Management of
Knowledge and Social Innovation, aimed at building community self-management capabilities.
For this purpose, we sought to identify the factors that most interfere in the construction of
essential skills for key actors in the management of this type of initiative, always with a focus
on Governance and Sustainability, based on the observation and analysis of engagement,
management, sharing of information and exchange of knowledge in some current projects in
two municipalities in Pará. Using a strategy that values learning, ways of operating, and the
bioeconomic potential of each region as essential elements for the success of this type of
initiative, the figure of an integration agent that, through a support base made up of management
resources, communication, capacity building, and a technical support network, works to seek
convergences between critical actors in the Quadruple Helix. Through the analysis of 26 impact
factors divided into these five components, the model induces a process of dialogue and
collective construction that not only serves to comply with legislation and international
protocols but contributes to the qualification of small-scale production methods via selective
incorporation of science and technology, positively impacting the improvement of formal
knowledge of organizations operating in the network. The aim, therefore, is to emphasize how
a management methodology based on a systemic vision, fed and balanced by the knowledge,
practices, needs, and interests of all actors involved - and which places community entities as
protagonists - can decisively influence the planning process, in reducing risks, in making better
use of local potential and, mainly, in the way traditional populations find the means to
participate, learn and benefit from projects.
