ANALYSIS OF IMPLEMENTATION OF GOAL 6 OF SANTARÉM / PA CITY EDUCATION PLAN (2015-2018)

According to the Federal Constitution of 1988, education is a social right. Based on this assumption, it is the State's function to guarantee and fulfill the social demands advocated through public policies in order to guarantee the right to education. Thus, integral education legitimates itself as one of those policies, designed intentionally to protect this right. In this perspective, this research is concerned with the analysis of the implementation of the education policy integral education within the Municipal Secretariat of Education of Santarém (SEMED), aiming at meeting the goal 6 of the Santarém Municipal Education Plan. Its purpose is to study the Municipal Education Department of Santarém and as a time cut from 2015 to 2018. The choice for this period was due to the validity of the current Municipal Education Plan (PME 2015/2025), approved by Law n° 19.829, July 14, 2015. It is discussed the integral education and its theoretical conceptions, presenting the historical context of the experiences concretized in Brazil, besides the legal provisions of integral education and the federal programs that were created with the intention of inducing full-time policies for Elementary School in recent years, based on the authors Cavaliere (2002; 2007); Moll (2010), Coelho (2009), among others. We will deepen studies on public policies and educational public policies in their general aspects, including integral education in the light of the policy cycle, as well as understanding the regulatory framework of Brazilian educational policies: the Federal Constitution of 1988 and the Law of Guidelines and Bases Education, Law n° 9.394/96, presenting the National Education Plan (PNE), focusing on goal 6, which deals with full-time education and its strategies, presenting the current situation of education, with the impact of cutbacks caused by Constitutional Amendment n° 95. This tangentially affects and limits the implementation of educational policies that will cover the PNE period, with theoretical support from Santos (2016), Azevedo (2004), Saviani (2014; 2016), among others. Finally, we present the research data, methodological assumptions qualitative and descriptive research, having as locus the Municipal Department of Education and as category of physical network analysis and financing. As a tool for data collection we use bibliographical and documentary research. The results indicate that SEMED has articulated and developed actions, programs and projects... (under construction).
