The intention in writing this thesis is to answer the following question: how did the construction of the protocol of prior consultation of the FEDERATION OF THE ORGANIZATIONS KILOMBOLAS DE SANTARÉM (FOQS) strengthened the dialogue among the associated communities and how did it serve to make the quilombola movement more resistant in Santarém? It may seem a simple matter, however, the growing construction of protocols of prior consultation of the traditional communities of the Amazon region has been emphasizing that these protocols are a response to the administrative and legislative decisions that are being edited without allowing the right that the communities impacted by these decisions must be heard. The violation of the right to the Prior Informed, Free and Informed Consultation (CPLI) contained in Convention no. 169 of the International Labor Organization (ILO) of 1989, causes traditional communities to provoke domestic courts and international courts with a view to respecting their right to participate in decision-making that affects them directly. The prior consultation protocol of quilombo remnant communities associated with Foqs demonstrates that this participation should occur through dialogue. The process of constructing Foqs consultation protocol not only promoted the approach of the quilombola communities, but also their strengthening in the spaces of debates. As a basis for the research, we used Jurgen Habermas's theory of communicative action (1989), for whom mutual understanding can be obtained through rational consent derived from an assertion, free of manipulations or communications distorted by external agents, and seated on common convictions. The Habermasian theory served to explain the procedure by which agreements and consensus are obtained, considering the equal right of participation of all involved. As a methodology for the analysis of the results, the Collective Subject Discourse procedure was used by Lefrève et al (2005).
