RESUMO:

This present thesis had as its central question: How to implement a monitoring model on complex fishing systems based on citizen, collaborative and participative science including distincts social actors in the Araguaia-Tocantins Middle Basin at sites without previous experience? In the Chapter 01 we present the evolution of the monitoring methodologies adopted by the fishing monitoring programmes in the last 50 years and we identify the main weaknesses of these programmes: high cost; lack of an integrated database for fishery statistical; non-consensual approach about participative and collaborative concepts; lack of scientific data conversion into general language to support public policies formulation. In the Chapter 2 we present the FIshing Adaptative Monitoring (FAM) proposal and we show its application at an experimental basis in four riverine communities on the Araguaia-Tocantins Middle Basin, which resulted into a technological, social and science-technical products, which are described in the Chapter 03. We developed an Integrated Fishing Statiscal System (IFSS), a technological tool, to analyse the FAM database that ensured 100% return of the stored fishing information. It generated multiple categorical and continuous variables treated by clustering of mixture data which indicate there is fishing pressure over mapará, avoador and tucunaré species and higher yields are dependent of the vessel type (Chapter 3.1). In the Chapter 3.2 we analyzed the social participation of the Vila Tauiry and Santo Antonino fishers in the FAM development and we concluded that the open spaces for dialogue promoted by the model had great potential at political training and in the social actors inclusion in complex debates and for collective decison-making about local problems solution. In the Chapter 3.3 we describe the fishing socioecological dynamic in two communities on the Araguaia River (Santa Cruz and Ilha de Campo) and in two communities of the Tocantins river (Tauiry and Santo Antonino) in the Pará State. The results indicate that the riverine people have little access to public policies and they are under social and environmental vulnerability; the fishers are native and migrants who collectively learn about the local ecosystem and adapt themselves to constant changes; the catch composition of the Tocantins river communities have a higher contribution of avoador, mapará, piau and mixture species (fishes below the size of the first maturation); the main fishing gear used in the Middle of the river is the gillnet. In the Araguaia river, pacu, piau and curimatá species have a great contribution to the catches, the hook (in fishing pole or in handline) is the most used fishing gear in the rocked environments of the river. The commercial relationship are based on the aviamento system (Tocantins river) ou by direct selling for consumers (Araguaia river). The socioecological systems of the Tocantins and Araguaia river are heterogenous and they present specific social, economic and ecological characteristics. We conclude that it is possible to implement the Fishing Adaptative Monitoring (FAM) model at complex ecosystems without previous initiatives as long as it is based on interdisciplinar and multi-method approach and on citizen, participative and collaborative Science.
