The text presents a dissertative analysis on the implementation of Goal 6 of the Municipal Education Plan that legitimized Goal 6 established in the National Education Plan (PNE 2014-2024) and assumed responsibility in municipal terms, through ten strategies to achieve it. on the extension of full-time education to PNE Goal 6. According to the Federal Constitution of 1988, education is a social right, based on this assumption, it is the State's function to guarantee and fulfill the social demands advocated through public policies in order to guarantee the right to education. Thus, integral education is legitimized as one of those policies intentionally designed to safeguard such a right. In this perspective, this research aimed to analyze the implementation of the inductive policy of integral education (Goal 6- SME), focusing on the actions developed by the Municipal Secretariat of Education of Santarém-PA, from 2015 to 2018. The choice for this period was due to the beginning of the validity of the Municipal Education Plan (PME 2015-2025), approved by Law n° 19.829, of July 14, 2015. We have as object of study the public education policies of the municipality of Santarém-PA. This dissertation discusses integral education and its theoretical conceptions, presenting the historical context of the experiences realized in Brazil, besides the legal provisions of integral education and the federal programs that were created in order to induce full time policies for elementary education in Brazil. recent years, based on the authors Cavaliere (2002; 2007); Moll (2010), Coelho (2009), among others. We deepen the studies on public policies and educational public policies in their general aspects, including integral education in the light of the policy cycle, as well as understanding the regulatory framework of Brazilian educational policies: the Federal Constitution of 1988 and the Law of Guidelines and Bases Education, Law n°. 9.394/96, presenting the National Education Plan (PNE), focusing on Goal 6, which deals with full-time education and its strategies, presenting the current conjuncture of education, with the impact of expenses occasioned by the Constitutional Amendment of n°  95. This tangentially affects and limits the implementation of educational policies that will cover the period of the PNE, with theoretical support from Santos (2016), Azevedo (2004), Saviani (2014; 2016), among others. The methodology approached was the documentary research comprising the phases of document collection and the analysis, defining as categories: financing and infrastructure of full time education in the referred municipality. Finally, based on the research data, the results show that SEMED develops two models for the expansion of the school day: full-time students through federal programs, aiming at complementing student training in the school hours, initially with the Program. Mais Educação and later with the Novo Mais Educação Program, besides having the municipal schools of complementary service: School of the Forest, School of Environmental Education of the Park and School of Arts. Emir Hermes Bemerguy; It has two full-time schools: Frei Fabiano Merz Full Time School in the urban region and Sister Dorothy Mae Stang Full Time School in the countryside. And about the Santarém Municipal Education Plan, it was established in Goal 6 that concerns ten full-time education strategies, five of which were considered accomplished, but this Goal is still a challenge for its achievement, both at the national level. as in the municipality of Santarém, mainly because of the structural condition of the school units of the municipal network, as well as the lack of resources to make adjustments in schools and assist students, as well as the lack of construction of new schools in the municipality
