SUMMARY:

In view of the crisis situation – political, economic, social and educational – amplified with the 2016 legal-media-parliamentary coup, the present work discusses what the studies published on the subject of democratic management in public schools, in journals of the area of education, reveal in the period from 2016 to 2020 in Brazil. The discussions permeate two contexts: the search for democracy, as a right and possibility of social emancipation, and the condition of barbarism placed in the educational field, portraying the growing dismantling and setbacks made visible. Its general objective is to analyze what published studies on the subject of democratic management in public schools, in education journals, reveal in the period from 2016 to 2020 in Brazil. This is a bibliographic research of the State of the Art type, based on the purpose of mapping, understanding and discussing the scientific production of the theme, projecting the problem issue at the heart of social production (BRITTO, 2019). Among the data collection techniques, theoretical survey, document analysis, bibliometrics and consultation of scientific bases were used. After applying the geographic (Brazilian territory) and temporal (2016-2020 period) and other technical criteria, five qualified journals, Qualis A in the area of education, were elected as databases for generating data, covering: Essay: evaluation and public policies in education (Southeast); Educar em Revista (South); Brazilian Journal of Education Policy and Administration (Central-West); Education in Question (Northeast); and Exitus Magazine (North). The initial search in the databases, carried out using descriptors (management, school management, educational management, democratic management, public school management), presented a total of 131 productions on the subject. In the applicability of the exclusion criteria (reading the title, keywords, abstracts, problems, results, relevance to the theme), 33 scientific articles were selected. After carrying out a technical-scientific analysis of the productions, the results indicate that: in the researchers' view, there is dissatisfaction with the idea of democratic management, considering problems that persist on the subject, especially in the mechanization of the process of its implementation; the theoretical-conceptual change, incited in the period of redemocratization, does not accompany the rise of democratic-participatory right in the school space, becoming a decontextualized experience; management remains under the sway of authoritarian and regulatory conduct, with clientelistic practices of access to office, extensive government interference, weakening of participation, lack of autonomy, conflicting relationships, etc.; the 2016 coup, and its traces of crisis maximization, reinforced the weakening of the democratic concept in public school management and of policies that enable this right, resulting in (un)offers of continuing education and inducing subsidies, directing new attributions to managers education, expansion of external charges and other conditions that reinforce the precariousness in the sector. From the alternatives for overcoming, it is seen in the movements arising from the common interest (groups, associations, study groups, etc.), a possibility of liberation, as long as they manage to understand themselves as active subjects responsible for the struggle and resistance. There is a need for acquisition, instrumentalization and training – of counter-hegemonic theories – for managers, teachers, students, family members, etc. and the provision of actions that project democratic experiences in everyday school life, bringing together and strengthening the democratic-participatory right in educational management.
