SUMMARY:

Discussions about educational policies for teacher training are fundamental in Brazilian society, especially in municipalities in the Amazon region, considering their regional and educational specificities. The Federal Constitution of 1988 and the Law of Guidelines and Bases of National Education of 1996 constituted the legal basis for the planning and execution of the national teacher training policy in Brazil, supported by the justification of the need to improve the quality of national basic education. Among the national policies implemented, PARFOR appears as an emergency program, aiming to induce and encourage the provision of free, quality higher education for teachers working in the public basic education network, focusing on improving the quality of education, Higher Education Institutions, such as Ufopa, are responsible for offering courses and classes. This research aims to analyze the contributions of PARFOR, as an educational policy, to public education in municipalities with classes offered by Ufopa, from 2010 to 2018. Mixed research will be adopted as a methodological path, using quantitative and qualitative methods, considering that It is intended to work with numerical information on the classes offered by PARFOR/Ufopa (classes, entrants, graduates, success rate, IDEB, SAEB), and with situational analyzes of this information, correlating qualitatively with contributions to basic education in those municipalities served. The theoretical framework will include bibliographic and documentary research, addressing different authors who work on the topic, in addition to normative documents related to PARFOR. The partial results, based on the theoretical references discussed and documents related to PARFOR, indicate that this educational policy has been implemented by Ufopa since 2010, with interruption in the period 2014 – 2017, and reactivation of new classes in 2018, serving little more than 3,800 teachers in training, until that year, from different municipalities in the western region of Pará, although the classes offered only took place in eight municipalities in the region. It can also be seen that IDEB in the municipalities served by PARFOR/Ufopa increased from 2.7 in 2005 to 4.5 in 2017, indicating, when considering the aforementioned indicator, a significant improvement in the quality of basic education in these municipalities.
