THE MEDIATION OF CONFLICTS IN THE POLICE STAGE: AN INVESTIGATION ON THE RESULTS OBTAINED BY AN INTEGRATED UNIT PRO PAZ - UIPP, SANTARÉM / PARÁ

Crimes have always been faced in a merely retributive perspective, in which it was only aimed at the punishment of the criminal with an imposition of the penalty, which was not able to settle the conflicts between the people. In the State of Pará, the Integrated Peace Pro Unit (UIPP), a public policy in the field of public security adopted in the last 8 years, foresees that disputes of lesser offensive potential will be conducted by a mediator, avoiding the process and privileging the agreement. Thus, this new approach, with participatory and pacifying bias, could not escape a scientific observation regarding its practices and results achieved. A case study with quantitative analysis was the methodology chosen to guide the evaluation of primary and secondary data, in order to demonstrate the effects obtained by the Center for Conflict Mediation (NUMEC) of a UIPP located in the city of Santarém. The bibliographical revision was also favored as a way of supporting the understanding of this new paradigm in implantation. At the end, through the tabulation of the data surveyed, it was verified the efficiency of the UIPP program in its reliever purpose, without forgetting its users' qualitative perception about it.
