RESUMO:

The present work has as its theme the Public Housing Policies developed in the town of Santarém - PA. The main objective is to analyze the process (planning, development and contextualization) of this Policy in the local scenario, from the perspective of adequate housing. To support our hypothesis that this Public Policy developed in the municipality has not achieved the proposed objectives, first we will conduct a bibliographic and documentary research on the subject in question, reflecting the form of intervention of the public sector in the process of provision of popular housing, the history of the state's performance and its participation in housing policy, as well as the constitutional principle of the right to housing and the effectiveness of community and urban public facilities. Subsequently, a fieldwork will be developed, having as research area the Residencial Salvação – Programa Minha Casa Minha Vida (My House My Life Program), with application of semi-structured questionnaire to residents and public agents. The work will be based on a qualitative and quantitative approach, based on historical-dialectical materialism, in which, based on empirical data, the environment is analyzed by the researcher directly and indirectly, allowing the understanding and unveiling of what is essential to understand in the investigation process of this Public Policy in the local context.
