THE WATER SYSTEM IN BRAZILIAN AMAZON AS A TERRITORIAL ORDERING PROCESS: THE IMPLEMENTATION OF CAP INVESTMENTS

The Brazilian territory has a wide and rich hydrographic network, but not all rivers are navigable. Even so, some of them are capable of being transported by ships and barges without any correction, others are navigable, but need works, such as the construction of locks and dredges. With the intention of integrating the Brazilian regions and improving the country's economy, the State creates government strategies, implementing infrastructure projects that will inevitably influence the territory, the so-called territorial planning. The Growth Acceleration Program - PAC, a Government program. Federal, which also encompasses the waterway sector, intends to expand, restore and modernize waterway structures in the Amazon, including the construction and / or maintenance of terminals and ports, with the intention of reducing logistics costs and increasing the economy by flow of production. The motivation of the study of the impacts of infrastructure works on the rivers of the Brazilian Amazon region is due to the respect of credits and the low investment in the waterway, compared to other modes, since the benefits are great. of its actual use. Based on this question, the present study will focus on knowing which land use projections come from infrastructure works in the PAC waterway system? The main objective of this study is to analyze the waterway system as a land use planning process related to the execution of PAC investments. For this, it is necessary to identify how the territorial planning is projected in the PAC hydrographic infrastructure projects in the Brazilian Amazon; understand the public policies arising from the execution of PAC works in the region and evaluate how these investments (works) impacted and will impact on regional socioeconomic development.
