SUMMARY:

In recent years, Brazil has made progress in promoting access rights for people with disabilities, through public policies aimed at the inclusion and appreciation of people with disabilities, granting them citizenship, respecting their characteristics and specificities. It is not about granting privileges or charity, but compensation for those in need, hence the precepts of Human Rights, specific political and economic actions, which are concerned with protecting respect for the diversity of the human person, of each and every citizen. Human rights must be applied by the State in order to provide real conditions of equality for its citizens. It has been noticed over the years that the conception of the process of the rights of people with disabilities has been recognized and social inclusion is being considered as a means of inserting people with some type of disability into the social context, allowing the act of justice, equity and equality. Even though people with disabilities, through constitutional norms, have their rights guaranteed, there are still many obstacles to be overcome, however, people with disabilities are already perceived and inserted in some segments of society, such as access to universities. In this direction, the following questions arose: How does the process of implementing the right to inclusive education occur in regular education for people with visual impairments in municipal schools in the urban area of Santarém? What is the guarantee of the execution of your right and how is this right guaranteed? What didactic materials used? For the development of this research, bibliographical and documental research will be carried out, with access to the Municipal Secretary of Education of Santarém-SEMED and in 4 municipal schools of Santarém, so that it is possible to obtain data that point out what are the challenges experienced by students. with physical disabilities in municipal schools in the urban area of Santarém, what strategies does the school carry out to include students with disabilities in curricular and extracurricular activities and programs at school and thus be able to evaluate the educational process offered to students with  disabilities considering their needs.
