Thematic Municipal Councils are ideal and fruitful spaces for treatment and actions corresponding to emerging social issues in a society at a regional level. The topic of drugs is gaining significant space every day in the national and international debate, leading Santarém, in Pará, to sanction Law No. 20,145/2016, creating the Municipal Council for Drug Policies and the Municipal Drug Prevention Fund. This research aims to understand the relationship between the Social Service and the Municipal Council for Drug Policies of Santarém-PA by carrying out a historical survey on the process of creation and implementation of the Council, analyzing the role played, mapping the actions generated by the Council, in addition to know the technical operational processes carried out by the Social Service professional. The proposed research is characterized as exploratory, descriptive, with a qualitative-quantitative approach, with data collection in the field through interviews, documentary analysis and bibliographical survey. Data investigation will be carried out through content analysis, thus forming a relational and critical triangulation system. The method adopted will be anchored in the philosophical foundations of Marxist historical-dialectical materialism. Thus, it is expected to show how Social Service, as an integral entity, promotes the defense of Human Rights and Social Justice, strengthening the Council in dealing with its theme.
