SUMMARY:

This dissertation deals with Public Policies for Culture, and seeks to answer the scientific question that will guide the research, namely: cultural policies developed in the municipality of Santarém in the last ten years have generated empowerment of culture makers, promote the democratization of cultural goods, and changed the management model of local culture? In this sense, the text deals with discussions on culture and cultural policies, as well as the contextualization of the Amazonian cultural activities in Santarém from a perspective of cultural policies and cultural management. The main purpose of this research is to specify, through scientific methods, whether the relations between the cultural segments of Santarém and the public manager of the municipality in the last ten years have generated cultural policies that empower the segments and provide society with the democratization of cultural goods. Initially, the research process took place through a bibliographic survey and then through the theoretical framework, for a better understanding of the state of the art. Subsequently, a field research will be carried out, using a semi-structured interview as an instrument. To answer this scientific question, it is necessary to define the scope of the historical context, dating the investigation between the period of implementation of the National System of Culture, started by the Federal Government in 2003, under the management of then minister Gilberto Gil ahead of the Ministry of Culture. The municipality of Santarém joined the system in 2013, but did not complete the implementation cycle of the Municipal Culture System. At this moment, we present the implantation of the Municipal System of Culture of Santarém, and its consequences in the strengthening or not of the diverse cultural manifestations of the Municipality of Santarém.
