SUMMARY:

Among the public policies that deal with environmental issues in an integrated and preventive manner in Brazil, the National Environmental Policy institutes the Environmental Impact Assessment (AIA), as well as the Environmental Impact Study (EIA), where the place of the social in their guidelines have been discussed, as well as the quality of these studies, making it essential that research be carried out to analyze these tools. The municipality of Santarém is undergoing urban transformations that generate concern about the environmental and social impacts resulting from the altered spaces. In this way, the central objective of this research is to carry out an evaluation of the quality of the environmental impact studies of public and private enterprises installed in the municipality of Santarém - Pará. The general methodology of this research meets the Mixed Method of approach, being executed in three stages, considered the Chapters of the proposal of this monograph, with structure and different objectives, however complementary, which has as its principle the elucidation of the main problem of the research “The Study of the Environmental Impact of undertakings installed in the municipality of Santarém, in the Amazon region, has it been elaborated and executed with quality, integrating the processes of policy formulation and planning for regional development?”. Each stage discusses with its specific methodologies for the desired result, the first chapter, as a guiding topic of the research, deals with a systematic review of the world's scientific production on the quality of environmental studies, allowing a guiding north on how the analyzes are being carried out in the world. The second and third stages, permeate the case study, within an integrative and systematic review, in addition to considering the critical discourse analysis, with the purpose of describing the current situation of the legal instruments of environmental licensing in the municipality of Santarém, Pará. As a proposal for this research, it is intended to have a contributory tool for decision makers, regarding the availability of legal instruments for access to the social rights of the public that in any way (directly or indirectly) were impacted by public undertakings and in the municipality of Santarém- Pará and discuss the form and execution of these policies.
