SUMMARY:

This research project seeks to present an analysis of the physical-financial execution of the acquisition of foodstuffs for school feeding, with an emphasis on the National School Feeding Program (PNAE), which is highlighted among public policies for local development, as well as decentralizing resources. It also provides a minimum percentage for purchasing food directly from family agriculture, encouraging healthy eating in the school environment, sustainable development, and promoting the market and local family farming. The main objective is to analyze the execution of public purchases for school meals by the municipalities of Rurópolis, Placas and Uruará, in the state of Pará from 2021 to 2023. Public Purchases, Food and Nutritional Security (SAN), and Family Agriculture and Development sustainable location constitute the theoretical-conceptual basis for analyzing the results. The research is explanatory , with a quantitative approach to data collected through documentary research and bibliographic review. The research will be conducted on the basis of public calls and electronic auctions held for the purchase of school meals, and accountability, obtained through the municipalities’ Transparency Portal and the National Education Development Fund (FNDE), through the Payment Provision System. Online Accounts (SIGPC) for the period from 2021 to 2023, with this data being crossed and complemented with other sources from official government websites, such as the Brazilian Institute of Geography and Statistics (IBGE), the Ministry of Agriculture, Livestock and Supply (MAPA), and the Ministry of Agrarian Development (MDA), in addition to documents requested by letter from the Municipal Education Departments and Rural Workers Unions and Associations. The variables to be researched are as follows: (I) Farmers with active DAP; (II) Farmers participating in the Public Calls; (III) Annual transfer from FNDE to municipalities to purchase school meals through PNAE; (IV) Municipal budget to supplement school meals; (V) Types and values of food purchased with PNAE resources and with supplementation from municipalities; (VI) Location and type of companies participating in the electronic auctions for the supply of school meals. Data analyses will be conducted using descriptive statistics, minimum, maximum, average, and percentages. It is expected to present an overview of the execution of the public budget and its implications for local and regional development, as well as provide updated information to society in general about the implementation of this policy and the possible positive or negative impacts related to its execution, in addition to offering managers and public policy makers (policymakers) as a product of this research through a management report (Dashboard), which will facilitate the reading of the information generated from this research and can contribute to the decision-making of the management team from the program.
