INNOVATION IN THE PUBLIC SERVICE AND GOOD PRACTICES IN THE MANAGEMENT OF FINANCIAL RESOURCES IN THE FIELD OF GRADUATE GRADUATION

The work presents the financial limitations in Higher Education in Brazil, and proposes a way to optimize the follow-up and use of Postgraduate resources using the Federal University of Western Pará (UFOPA) as a reference. The methodological approach was carried out in a qualitative way, using a bibliographical and documentary base, and the help of qualified informants (coordination and secretariats of the programs, Graduate Board, Planning Board of Ufopa). In the theoretical aspect, the financial limitations in the financing of Higher Education, directed to Graduate Studies in Brazil, are highlighted, in addition to the internal limitations in the application of resources; in the practical aspect, instrumentalization for the use of resources and, with that, positively impacting the use of resources by teachers and students, which will have a positive impact on society. There is limited literature in this area, where many barriers to the advancement of innovation in federal public management are identified, mainly in the management of resources in Graduate Studies, and this becomes more relevant when one identifies the reduction in the application of resources in Brazilian higher education . At the end, a proposal is presented for an online information panel to monitor the use of resources; assistance to Graduate programs in the use of their financial resources, as an element of management and innovation in the federal public educational sector.
