SUMMARY:

Measuring the culture of innovation allows institutions to identify their strengths and weaknesses in relation to innovation. This study aims to measure the culture for innovation within the scope of the Federal University of Western Pará (Ufopa) and present the main guidelines for its dissemination. The research was carried out with servers linked to the administrative and academic units of Ufopa, located in the city of Santarém, on the Tapajós and Rondon campuses, as well as on the regional campuses. In total, 19 institutional units and six regional campuses were considered. The study is characterized as descriptive and exploratory, carried out through a closed semi-structured questionnaire composed of 19 questions, applied via Google Forms. Data were collected from 121 civil servants out of a total of 1,081, representing 11% of the total population of respondents. To assess the degree of innovation culture at Ufopa, the innovation quotient methodology will be applied, considering six cultural dimensions (Climate, Behaviors, Values, Resources, Processes and Success). Each dimension encompasses three factors that incorporate three underlying elements, totaling 54 factors. After measuring the innovation quotient, guidelines will be defined based on the analysis of each dimension. Preliminary results indicate that in the values dimension, most participants moderately describe that the university seeks and has the capacity to create, produce or invent new solutions to existing problems. They are willing to explore opportunities, tolerate ambiguity, and seek to expedite decisionmaking based on new opportunities. The resource dimension showed that human resources within the institution are moderately used, with committed managers willing to promote innovation. In addition, they have access to innovation experts and inhouse talent capable of ensuring success in innovation projects. The behavior dimension revealed that managers inspire a vision for the future, challenge employees to think and act innovatively and serve as models when practicing innovation. Regarding the climate dimension, most participants indicated to a moderate degree that they use a common language when discussing innovation, value and promote institutional diversity, and effectively collaborate as a team to seek opportunities. In the success dimension, the participants predominantly described in a moderate way that the institution is externally recognized as an innovative university, surpassing other institutions in this regard and attracting more resources. Finally, most participants consider their institution innovative, although a portion of respondents pointed out limitations in innovation.
