The research addresses the right to integral education within the scope of the Democratic State of Law in Brazil, with a focus on the scope of municipal public planning in the Amazonian context of the Metropolitan Region of Santarém, state of Pará, which has three neighboring municipalities, with the cities of Belterra , Mojuí dos Campos and Santarém (Headquarters), from 2015 to 2021. In this perspective, the general objective of the study is to investigate how the right to integral education is configured in the education plans of the municipalities of the Metropolitan Region of Santarém/PA, including compliance with Goal 6 of the current PNE, in their respective education systems. As a result, it has the following specific objectives: a) to characterize the historical and legal/normative process of the right to integral education in the Democratic State of Law in Brazil, considering its prerogative as a fundamental human right of a social and citizenship nature; b) analyze the theme of the right to comprehensive education in national/municipal education plans from the perspective of critical historical pedagogy, aiming to understand its contributions to the theoretical deepening of the researched object; c) analyze the relationship between educational planning and the guarantee of the right to comprehensive education in the municipalities of RMS/PA, considering the education systems, education plans, organic and budgetary municipal laws and the guiding documents in this area regarding service of the current PNE, during the period from 2015 to 2021; d) identify the actions and strategies foreseen in the Municipal Education Plans of the RMS/PA municipalities regarding the materialization of Goal 6 of the PNE; and, finally, e) analyze how the teaching systems of RMS/PA configure the right to comprehensive education in terms of compliance with legal determinations, regulations, guiding principles and indicators necessary for monitoring Goal 6 of the National and Municipal Education Plan , aiming at the organization of the public education network. Therefore, the thesis under construction is that the right to comprehensive education, in order to be effective within the scope of RMS/PA, requires the articulation of Municipal Education Plans, instituted in their own teaching systems. And, it aims to answer: How is the right to integral education configured in the Education Plans of the municipalities of RMS/PA, considering their own education systems, including the fulfillment of Goal 6 of the PNE?. In the methodological path, it is a bibliographic and documental study, of a descriptive-analytical nature, with a theoretical-methodological reference, based on the dialectical principle of totality and historicity, considering the historical movement, contradictory of the relationship between State and society (COLARES, 2011) . It adopts the theoretical contribution of Tomaševski (2001), Ganzeli (2017; 2018), the studies of Dermeval Saviani, from the perspective of historical-critical pedagogy, among other authors. The documents that substantiate the regulation of the right to comprehensive education in Brazil, Pará and the Municipalities of RMS/PA will be analyzed, as historical documentary sources (primary and secondary) constitute a degree of relevance for the production of knowledge and the facts present in the documents, (SANFELICE, 2013; TRIVIÑOS, 2008).
