SUMMARY:

The public university, historically, in the Brazilian context, has always been marked by an alignment with economic and market demands (FÁVERO, 2006; CUNHA, 2007). However, with the structural crisis of capitalism (MÉSZÁROS, 2011), this alignment has intensified in order to influence not only external demands, but the very institutional policy of universities, molding them to neoliberal policies. Likewise, the Amazon region was continuously linked to developmental and exploratory government policies. Both, as a “place” of social and political disputes, are constituted as spaces of economic and strategic interests of the dominant social groups. Given this, it is necessary to discuss the relationship between the public university, capitalist society and the production of knowledge in the Amazon. For research delimitation purposes, the Federal University of Western Pará (Ufopa) was defined as a reference for this study, created by Law nº 12.085, of November 5, 2009, implemented in Santarém/PA during the Support Program for Restructuring and Expansion Plans for Federal Universities (Reuni). It is the first federal public university in the interior of the Amazon and was designed to be multicampus. The institution legally complied with the goals of the National Education Plan (PNE, 2001-2010) with regard to the internalization and expansion of public higher education, operating on six university campuses located in the municipalities of Alenquer, Itaituba, Juruti, Monte Alegre, Óbidos and Oriximiná. It is observed that, since its creation, the institution has been suffering different influences, including, in its institutional policy, materialized in its official documents, which worries in several questionings, however, among them, stand out the directions that this “new university” has followed, either in a counter-hegemonic relationship or in a subordinated service to the interests of capital. In this perspective, this study problematizes the institutional policies of Ufopa materialized in the Institutional Development Plan (PDI), seeking to understand how the contradictions and counter-hegemonic reactions manifest themselves in the research and extension actions developed by the institution. Based on this problem, the general objective is outlined: to investigate the institutional research and extension policies of Ufopa materialized in the Institutional Development Plan (PDI), in order to identify approximations and distancing from the neoliberal conception and/or the counter-hegemonic proposals. From it, unfold the specific objectives and the thesis under construction that research and extension in tune with the PDI contribute to the dissemination of counter-hegemonic knowledge, strengthening democratic and collective achievements. The study is carried out through a bibliographical and documentary review, follows a critical analysis based on historical-dialectical thinking and envisages a methodological path based on critical analysis and attentive to specificity, but without neglecting its relations with the totality (COLARES, 2011). Therefore, in addition to the writings of Marx and Engels, bibliographic studies are based on theorists, such as: Gramsci (1999; 2017a; 2017b); Saviani (2012); Mészáros (1997); Lombardi (2011); Necklaces and Necklaces (2022); and others. Among the main institutional documents, the PDI was listed for analysis, as it constitutes the main guiding document of a Higher Education Institution.
